The Russian Water Congress is the official water forum of Russia since 2017. The event was held within the framework of Russia's Year of Ecology, as announced by the Decree of President of Russian Federation No. 05.01.2016. "On the holding of the Year of Ecology within the Russian Federation." The Forum is organized annually under the patronage of the Russian Federation's Special Representative for Environmental Protection, Ecology and Transport, Sergei Ivanov, the Federation Council of the Federal Assembly of the Russian Federation and the Government of the Russian Federation.
